Más allá de la Jerarquía: Arquitectura Reticular y Neutralidad de Género en la Auditoría Gubernamental Ecuatoriana

Resumen

Este estudio examina la manifestación del liderazgo técnico femenino dentro de la red de gestión de la Entidad Fiscalizadora Superior de Ecuador desde la perspectiva de la teoría de redes complejas. La investigación responde a la creciente necesidad de comprender cómo operan las dinámicas relacionales de liderazgo y cooperación dentro de las instituciones públicas desde una perspectiva distinta de los enfoques econométricos. El artículo busca identificar patrones de liderazgo femenino dentro de la estructura operativa de la red de auditoría ecuatoriana, considerando los roles funcionales y el género de cada auditor involucrado en la auditoría gubernamental.

 

El estudio adopta un enfoque cuantitativo basado en el análisis de redes complejas aplicado a una base de datos institucional anonimizada. A partir de estos datos, los investigadores construyeron una red de colaboración compuesta por 2.442 nodos y 22.565 vínculos, a la que aplicaron métricas de centralidad, densidad y asortatividad, junto con pruebas estadísticas no paramétricas, para evaluar las diferencias estructurales. Los datos empíricos revelan una red de baja densidad en la que los nodos altamente conectados tienden a colaborar entre sí. El análisis también identifica una presencia significativa de mujeres dentro del núcleo de supervisión técnica, junto con una función relevante de intermediación ejercida por los roles de apoyo.

 

Los hallazgos indican que la intermediación varía de manera desigual entre los distintos roles funcionales, pero no entre géneros, lo que sugiere que la institución opera predominantemente mediante una estructura neutral en términos de género y orientada técnicamente. No obstante, la brecha de género en la intermediación se amplió durante el período analizado. El liderazgo femenino se manifiesta principalmente a través de la integración estructural de las mujeres en los espacios de coordinación técnica de la red.
